이번 중국학생 폭력 사태를 보고 좀 열받아서...

잘 아는 중국 유학생에게 보낸 e-mail인데요....  짧은 영어로 쓰느라....

Dear XXXXX,

I saw many people saying ...

"Even Chinese STUDENTS attacked nonviolent Korean demonstrators who supported Tibet's freedom even in Korea. From this tragic incident, I can imagine easily what happened in Tibet where the Chinese ARMY is ruling over. The obstructors of the Beijing Olympic Games are Chinese themselves."

 

As a democrat, I agree with this opinion basically. Everybody has a right to express their thoughts as long as it does not violate other's right. One may think that Tibet should be independent of China and another may think that Tibet should be a part of China. In either case, they can express their thought in a nonviolent way. Nobody has a right to prevent others in a violent way from expressing their thoughts. That's the first rule of Democracy.

 

Many people around the world say that Tibetan people should decide their independence by local vote. I agree with this opinion basically. If on-ly a few of them, as you insisted before, wanted independence, they will reject the independence by local vote. However, if most of them wanted independence, they will decide independence by local vote. If Chinese government really respects the opinion of Tibetans, there is no reason to fight with them. Nobody has a right to prevent them from deciding their own future by themselves. There are many provinces and counties in Korea and they decide many import!ant policies by local votes. Till now, no province wanted to get independent of Korea. If some of them decide to be independent of Korea by local vote in the future, I will respect their decision. People have a right to decide their own future by themselves. That's the second rule of Democracy.

 

Korea is a DEMOCRATIC republic.

As long as you are staying in Korea, you should obey, at least, the first rule of Democracy. I didn't mean that you didn't obey the rules of Democracy. nullly some of the violent chinese students didn't obey the rules of Democracy. I just want to remind you and your friends of the rules of Democracy and the import!ance of Democracy in Korea.

  

For Koreans, Democracy is as import!ant as our BLOOD because we have fought for Democracy against dictators, suppression, and violence for several decades and we have paid a lot of blood for Democracy including the deaths in 1980 as I said before. The history of Korean people's struggle for Freedom and Democracy is too long to explain in this e-mail. I think the first thing that you Chinese students who are studying in Korea should learn is the history of Democracy in Korea because Democracy is the origin of the power of Korea.

 

In 2004, national assembly of Korea tried to impeach president of Korea. Though the action of national assembly was not illegal, it was as serious as a coup because it was against the opinion of Korean people. More than 70% Korean people objected to that action at that time and about 130 thousand people protested that president shouldn't be impeached at GwangHwaMoon in Seoul. on the other hand, 10 thousand people also protested that president should be impeached at the same place and at the same time. Can you imagine what happened there? You can see them in the attached pictures. Can you see the aisles (black lines) in the pictures? We spontaneously made the aisles to keep order though nobody controlled us. Nobody was injured there though the two groups of people protested extremely different assertions at the same place and at the same time. The rally was so safe and peaceful that many people could participate in the rally with their babies. At last, president Rho returned back.

That's Democracy we have now in Korea.

 

Many Koreans feels that Democracy in Korea which we achieved by paying our BLOOD was insulted by some of the violent Chinese students. I seriously advise you and your friends to study the history of Democracy in Korea because I believe that it would help China become not on-ly a powerful but also a respectable country in the world.

나는 "중국 학생들조차도 그것도 한국에서 티벳의 자유를 지지하는 한국의 비폭력 시위자들을 공격했다. 이 비극적인 사태를 보건데 중국군이 점령하고 있는 티벳에서 무슨 일이 일어났는지는 안봐도 비디오다. 베이징올림픽을 방해하는 사람들은 바로 중국사람들 자신이다." 라고 말하는 사람들 많이 봤다.  

 

민주주의 신봉자의 한사람으로, 나는 기본적으로 이 의견에 동의한다. 모든 사람은 다른 사람의 권리를 침해하지 않기만 하면 자신의 생각을 표현할 권리가 있다. 어떤 사람은 티벳이 중국으로부터 독립해야 한다고 생각하고 또 어떤 사람은 티벳이 중국의 일부여야 한다고 생각한다. 어떤 경우든 간에 그 사람들은 자신의 생각을 비폭력적인 방법으로 표현할 수 있다. 아무도 다른 사람들이 그들의 생각을 표현하는 것을 폭력적인 방법을 동원해 막을 권리는 없다. 이것이 민주주의의 첫번째 규칙이다.

 

세계 여러 사람들은 티벳 사람들이 그들의 독립여부를 주민투표를 통해서 결정해야 한다고 말한다. 나도 이 의견에 기본적으로 동의한다. 네가 전에 주장했던 것처럼 그사람들 중 극히 일부만이 독립을 원했다면 주민투표를 통해 독립이 기각될것이다. 하지만 대부분의 사람들이 독립을 원했다면 주민투표를 통해 독립을 결정할 것이다. 중국정부가 진정으로 티벳사람들의 의견을 존중한다면 그들과 싸울 필요가 없다. 아무도 그들의 미래를 그들 자신이 결정하는 것을 막을 권리는 없다. 한국에는 많은 "도"와 "군"이 있다. 그들은 많은 중요한 정책들을 주민투표를 통해 결정한다. 지금까지는 한국으로부터 독립하고자 하는 "도"는 없었다. 만약 앞으로 주민투표를 통해 독립을 결정하는 곳이 있다면 나는 그들의 결정을 존중해 줄 것이다. 사람들은 그들의 미래를 그들 자신이 결정할 권리를 갖는다. 그것이 바로 민주주의의 두번째 규칙이다.

 

한국은 민주공화국이다.

너네가 한국에 머무르고 있는 한 너네는 적어도 민주주의의 첫번째 규칙은 지켜야 한다. 물론 네가 민주주의의 규칙들을 지키지 않았다고 말하는 것은 아니다. 일부 폭력적인 중국 학생들이 그런 것이다. 나는 단지 너와 네친구들한테 민주주의의 규칙들과 한국에서의 민주주의의 중요성을 상기시켜 주고자 하는 것 뿐이다.

 

한국민에게는 민주주의는 우리들의 "피"만큼이나 소중하다. 왜냐면 우리는 수 십년간 민주주의를 위해 독재와 억압과 폭력에 맞서 싸웠고 우리는 내가 전에 말했던 1980년 희생자들을 포함해서 엄청난 피를 민주주의에 대한 댓가로 지불했기 때문이다. 자유와 민주주의를 위한 한국민들의 투쟁의 역사는 너무길어 이 e-mail에서 다 설명할 수가 없다. 나는 한국에서 공부중인 너희 중국학생들이 첫번째로 배워야 하는 것이 바로 한국에서의 민주주의의 역사라고 생각한다. 민주주의야 말로 한국이라는 나라의 힘의 원천이기 때문이다.

 

2004년에 한국의 국회가 대통령을 탄핵하려고 시도했다. 그러한 국회의 조치가 불법은 아니었지만 그것은 쿠데타만큼이나 심각한 것이었다. 왜냐면 그것은 민심에 반한것이었기 때문이었다. 70%이상의 한국민은 국회의 그러한 조치에 반대를 했고 13만명의 사람들이 서울 광화문에서 대통령 탄핵에 반대하는 시위를 했다. 한편 1만명의 사람들이 같은 장소 같은 시간에 대통령 탄핵에 찬성하는 시위를 했다. 너 거기서 무슨일이 일어났는지 상상할 수 있냐? 첨부된 사진들에 보면 있다. 사진에서 통로(검은 선) 보이지?  우리는 아무도 우리를 통제하지 않았지만 자발적으로 질서를 유지하기 위해 통로를 만들었다. 같은 장소 같은 시간에 극단적으로 다른 주장을 하는 두 무리의 사람들이 시위를 했음에도 거기서 아무도 다치지 않았다. 집회는 너무도 안전하고 평화롭게 진행되었기 땜에 많은 사람들이 애기들을 데리고 참석할 수 있었다. 결국은 노 대통령이 다시 돌아왔다. 이것이 우리가 지금 한국에서 누리고 있는 민주주의다.

 

많은 한국 사람들은 피의 댓가로 얻어낸 한국에서의 민주주의가 몇몇의 폭력을 행사한 중국학생들에의해 모욕당했다고 느낀다. 나는 한국에서의 민주주의의 역사에 대해 공부해볼 것을 너와 네 친구들에게 진지하게 충고한다. 왜냐면 나는 그것이 중국으로하여금 세계에서 강할 뿐만아니라 존경받을 만한 나라가 되도록 하는데 도움이 될거라 믿기 때문이다.
